ЗЫ: френды и читатели! если вы не читаете на англ. и нужен перевод, не стесняйтесь сказать в комментариях.
Я не обещаю переводить большие тексты, это сложная работа и у меня нет навыков, это профессия на самом деле, между "понимать" и "делать адекватный перевод" большая пропасть. Но фразы и реплики я и/или англочитающие френды/читатели переведём/перескажем, в больших текстах перескажем главное если надо.
Не обещаю отвечать сразу, у меня идёт жизнь в офф-лайне. :))

Судя по всему, поведение бюрократии во всех обществах подчиняется определенным правилам. И одно из этих правил - если есть гайка, её надо закрутить.
А степень закручивания определяется тем, насколько развиты в данном обществе (стране) бюрократические традиции.
